No. If the individual was the person who was stopped for the violation and the person the ticket was issued to, the residential address error is irrelevant. It is a misconception that traffic tickets can be deemed invalid due to a error in the spelling of a name, address, SS# and so forth. It is getting even more difficult to defend a ticket issued when a video camera is used to tape the violation. The best option is to simply pay the ticket and become more aware of one's driving habits to avoid future difficulties.

As far as i know, if the officer who wrote the ticket doesnt show up to your court date, the fine as well as the points of the ticket are dismissed, its as if you never were pulled over.

Just because the officer isn't in court doesn't mean your charge will be automatically dismissed. The first time you go to court may be an arraignment date where the officer isn't even summoned to court. If you plead not guilty, he will be summoned for the next court date. If he never shows after a few court dates, then your charge is likely to be dismissed, but by then you've missed enough work to more than pay for the ticket.

Yes. A police officer is able to act on any illegal activities that he may see. So in your case yes. This doesnt happen much because an off duty cop is on break and littering is a pity crime i dont see why he/she would intervene and waste his/her time.
