no you can not weld on a transfer case it will melt through it or plan and simple ruin it.

If you put it in neutral you can flat tow it for a couple (two or three) blocks but if the transmission jumps into gear when you hit a bump or something you will ruin the transmission pretty quick. If you try to flat tow for any distance you will ruin the transfer case for sure.
