I had one installed on the 99 model at a shop. this is the same run line, 99-03.
My 92 Protege didn't have a block heater, I had to get one installed.
There probably is not one, because block heaters are not installed by the manufacturer.

The relay is H270 above the fuse block next to the clutch pedal.
The block heater is located on the driver's side underneath the exhaust manifold. A dealer will offer it as an installed option or you can purchase and install it later.

That particular make and model of car does not have a block heater!
Not all vehicles come from the factory with an engine block heater, chances are yours did not. Call your dealer where you purchased your vehicle. Or call your local dodge dealer. If your vehicle has one, (most likely does not) your dealer will tell you where it is.
The block heater cord, on your Mazda Tribute, is located below the front grill. The court will extend out approximately 3 feet.
There isn't a block heater, unless the previous owner installed one.
