No.

Yes, if the test is taken before the first day of your period. Blood tests are only accurate 7-12 days after ovulation. For some woman that may mean that the test may not be accurate till the day of their expected period. Once that day has come then blood tests are almost never wrong.

You say no but then you say almost never so what is it can it happen or not??

Sure, so can hospital tests.
Easily, there should be a label or message something on the package or instructions telling you the degree of accuracy. You should also remember that people are unique and their bodies may react differently than others, this variation is a stage of evolution and all species are constantly in a state of evolution. So basically, yes they can be wrong.

yes, it mesures the levels that you only have when pregnant. i can't remember what the levels are called but your body only produces when your pregnant. that is not to say you could have been pregnant had a miscarriage and be tested where the stuff shows up you are pregnant so it is a good idea to take the test twice about a week apart to make sure the levels doesn't drop.

A qualitative blood test can be wrong. The Quantitative Beta HCG blood test will not be wrong.

yes the home pregnancy test is wrong because accuracy wise the blood test for pregnancy which more clinics and hospitals use is more accurate than urine test for pregnancy which is the one frequently used in home pregnancy test or the quick kit test for pregnancy.
