No. Child support is paid by a non-custodial parent to the custodial parent. If the parents are not supporting their child the child should speak with a trusted adult who can help them report the situation to the proper authorities.

Not if the child is a legal minor. However, under certain extenuating circumstances, it is conceivable that a court MIGHT order an adult child to assume legal guardianship over a parent. OR - if the parent awarded the adult child their POA, then the child WOULD become responsible for caring for the parents needs including the payment of their bills and obligations (albeit, usually utilizing the parent's own money).

If a minor child becomes a minor-parent, then child support can be requested through the AGs office.

I'm sorry, I have no idea what the question is in reference to. However, the Attorney General's office of any state does not involve itself with child support matters. That is the jurisdiction of the state's child support enforcement division. The AG would only become involved if fraud or another criminal act connected to the matter presented itself.
