On windows, you'll need third party software.
On a mac, the easiest way to do it would be to open up Terminal (/Applications/Utilities/Terminal.app) and use the "say" command (say <text you want the computer to speak>)
If you want to use this feature globally, go to System Preferences (/Applications/System Preferences.app) and click "Dictation and Speech" (simply "Speech" on pre- OSX 10.8.2 machines). In this prefpane, check "Speak selected text when the key is pressed" and change the key to whatever you like! From here, you can even change the voice it speaks it in.
