Personally, I SAW by my own eyes several fish crawl out from the sea onto a beach in southern Thailand, near Cha-am. The fish had two rear legs, and something like front fins that they used to help them walk. Honestly, I thought I was witnessing some rare yet undiscovered prehistoric fish cuz I had never heard about such a fish being alive today. They were about the size of and appearance of large catfish, though I didn't notice any 'whiskers' cuz I was in awe of the legs!
No, fish do not have legs.
However, some fish, such as mudskippers (subfamily Oxudercinae within the family Gobiidae) are able to walk using their pectoral fins (and tail).
Because they don't need them, they have diffrent parts of there body that they can use for swimming.
