For one, you'd have to live in a state which approved private possession of destructive devices, then you'd have to go through the NFA permitting process, then, on top of that, you'd have to find one which was for sale and available. After that, you'd be subject to pay an additional $200 transfer tax (on top of the price of the munitions) for the munitions you'd fire from it.
