If you mean that the (heavy duty) extension cord has a wire size of #14 or #12 wire in it and that the length is not over 50 feet then you will have no trouble running a refrigerator. Keep in mind that you only use extension cords as a temporary measure and that they are not to be used as replacements for permanent wiring.

An extension cord to run an appliance should only be a temporary fix. Extension cord wire is not rated for permanent installations. For the time being the cord should have at least the minimum capacity for the refrigerator. It should be a #14 with three wires in it. A white for the neutral, a black for the "hot" and a green wire for the ground. It is most important to have the refrigerator grounded. If there is a malfunction in the refrigerator and the whole refrigerator enclosure becomes "hot" you want the breaker to trip for your protection. It is the ground wire that trips the breaker. Do not use two wire extension cords that have no ground pin.

No, an extension cord is not for permanent installations. The electrical code book is very specific on this regulation. The cords purpose is to supply an electrical voltage to an area that does not have a voltage source on a temporary basis. A good example of this would be an electric lawn mower. When the grass is cut the extension cord is wound up and is not needed until the lawn needs to be cut again.

Freezers typically state that they should not be used with an extension cord. This can cause a fire hazard.

It could if it doesn't blow the fuse, but is not a good long term solution. It should typically be on a dedicated 20A circuit.

In general this would be a bad idea, the extension cord might overheat. However using a relatively short overrated extension cord could be OK if absolutely necessary.

Will a surge protector last longer if it's unplugged from the wall outlet during an electrical storm?

Possibly, but that's kind of missing the whole point of a surge protector. The surge protector exists to protect the things that are plugged into it. If you're not using those devices anyway during the storm, sure, go ahead and unplug the surge protector... but you could also have just unplugged the devices themselves from the wall and not bought a surge protector in the first place. Also, storms don't directly damage surge protectors. Stopping surges damages surge protectors. If there's no surge, it doesn't matter if the surge protector is plugged in or not.

Why should you not plug a surge protector into an extension cord?

As long as you don't over load the wall socket you can have a mile's worth of extension cord. <<>> You can not have a miles worth of cord as the voltage drop would be so high on a #14 wire that there would not be enough voltage to run the computer. Make sure that the extension cord has a ground wire in it so that the ground wire is continuous from the receptacle to the surge protector to the computer.
