Zero dB is the quietest sound that may be heard by the average of a group of young men who have not been noise exposed. By definition, one half of these will be able to hear a quieter sound, and the other half will be less sensitive. Nowadays, these limits are more precisely defined in terms of physical units. Some animals hear at a different sensitivity to us, and over a different frequency range.
