Theoretically. Many starfish will feast on a dead baby seal deep in the ocean over the course of a summer. Starfish are very slow moving so the human would have to be dead and deep within the realm of the starfishes.
A starfish's main sources of food are clams, oysters sand dollars and mussels. They also eat snails and injured fish. A starfish's mouth is located on the underneath side. When they first spot their prey, they wrap their powerful arms around it, breaking the mollusks shell, and exposing the meat. After that, the starfish actually pushes its stomach out of its mouth and eats the contents of the mollusk whole. When it's done, the starfish re-swallows its stomach and begins to digest its meal more fully.
