Starter pokemon eggs can be obtained by breeding your starter pokemon with a Ditto(route 218 - poke radar in DP, and Trophy Garden in Pt) at the pokemon daycare in Solaceon Town. You need to trade with another game/friend to obtain a different starter, if that's what your looking for, just have them breed you a starter and then trade.

There is no way to unlock Suicune until you have caught 60 Pokemon in your Pokedex. Then, the only way to find him is to wander in the wild until he appears. Every time you switch routes, so does he. Use this to your advantage, if you're not finding Suicune, change routes and so will he! Keep in mind Suicune is only unlockable if you picked Charmander as your stater.
If you are looking for Soul Silver, Shinx is in the beginning routes and can be seen throughout the game as you go further on the journey.
