I would say it's an unlikley occurance.
For starters, an owl is not a big enough meal for a tiger. Tigers need to eat about 20kg of food per day. The largest species of owl -the Eurasion Eagle Owl- weighs only 4.5kg at most, so even if a tiger lived in a region where Eurasion Eagle Owls are found then it would need to eat at least 5 per day.
Assuming that a tiger was desperate and hungry enough to decide to attack an owl, tigers are nocturnal predators - as are owls. Owls' far vision, particularly in low light, is exceptionally good, and they can turn their head 135 degrees so they would easily detect an approaching tiger.
Furthermore, owls being flying birds spend most of their time perched in trees. Although tigers are capable of climbing, their weight would prevent them from reaching the upper branches where owls would most likely be found.

Yes, many smaller species of birds, including smaller owls, are prey food for owls.
Tigers normally feed on boars, water buffalo, deer, and pythons, not necessarily owls. However, if a tiger wanted to eat an owl, it probably would.
