Generally, a notary can only notarize signatures while in a state in which they have a notary commission, for the most part. Notaries can hold commissions from multiple states (in some cases). Some states also provide reciprocity to other states, meaning a notary from one state can legally notarize documents in another (although this is not common). Whether they can notarize wills or not is another question. They almost certainly can, if they can notarize at all. Unfortunately, you will need to check your state laws to be sure.

The statutory requirements for execution of wills are different from state to state. In most states, notaries can notarize wills only under certain conditions. As a notary, unless you are working under the supervision of an attorney and know the procedures for will signings, you should NOT notarize a will unless an attorney gives you specific written instructions. You should decline to notarize a will that was prepared by a person other than an attorney, because to notarize a handwritten will could invalidate the will in some states.

Only if they are a notary. Many attorneys do become a notary so that they can do that for documents. It is typically not a good idea to notarize one's own documents.
