Their teeth are in their gums but haven't yet pushed their way out. I believe this person is referring to the fact that some people think that babies are born without knee caps and don't get them until around that age. This is wrong as well. Babies are born with knee caps, however they haven't ossified yet. A baby's kneecaps start off as cartilage and eventually ossify, becoming bone.
