Not in its usual solid state. But like other ionic compounds calcium chloride will conduct electricity if molten or dissolved in water.

No, the ions in barium chloride can't move freely, so no charge can flow through it. If you melted it or dissolved it, then the ions could move and it could conduct electricity.
