No, technically speaking, since they go on your teeth, they don't affect your vocal chords, therefore they don't change your voice. However, if the braces do cause you to drool a little excessively or something of the like, it is possible that you will sound a little different than without the braces.

If you have a removable brace, it may have a different or more noticable change to your voice, whereas if you had train tracks, it may not make a difference.
