They don't have outside ears. They have ear holes that are covered in feathers. If you look closely at the sides of their heads, you will see the opening under the feathers.

I have 5 budgies and i have seen their ears. They are located on the sides of their head right under the eye. It's just a hole covered by feathers, but they can hear pretty well
