Yeah, it can. If something is wrong with your emmision control system, your car can still fail emmisons, but the check engine light doesn't have to be on.
Did you reset the light? I don't know what gasket you changed, but undoubtedly that was not the problem. The check engine light comes on when there is a problem with the emissions system.
First rule of thumb is to check your gas cap; if it has been scewed on wrong, that will cause your light to turn on. Second, check your engine oil, you might be running low. Next, take it to a mechanic because it could be something worse. It could be anything; broken sensor, engine problems...take it to a mechanic you trust. Or if you still have warranty, take it to the dealer.
Recently took my 2000 passat for emissions test. Afterwards I got emmisions workshop on the display and check engine light. I thought it might be a loose gas cap. Retightened no change!

It depends what caused the check engine light to come on. If there is something seriously wrong with an emission control component, simply clearing the code will not effect the results of an emissions test - the car will probably still fail. On the other hand, some codes for minor problems might not even cause the car to fail.
By repairing the problem that has set the light, and then using a OBD2 scan tool to reset the light. It may still be under warranty. Check with your dealer. Emissions warranties are longer than normal warranties.
To reset the check engine light unplug the battery for 30 minutes. If the issues still persists the light will still light up when reattached.
Check your gas cap to make sure it seals tight. My check engine light comes on every now and then in my 1991 Camry and once I reseat the cap it goes out almost immediately. If this is not the problem have a mechanic check the oxygen sensor. Good luck, JFD EGR Va.ve? It might be your EGR valve which is part of your emissions system. My 1997 Celica passed the emissions test but the EGR valve still needed to be replaced. After it was replaced, the check engine light went off. The part cost about $75 from a Toyota dealer.
VTEC may or may not work when the check engine light is on. It depends on why the check engine light is one. If it is on because of a problem with the VTEC system, then, no, it will not work properly.
