Take for example a balloon, half filled with water and half air. If you lean it around, the water moves as well, and so it is in the inner ear. Further more, if you spin it around, the water will spin around, and that is what makes us (and cats) dizzy. The brain is getting messages that are confusing it because it cannot interpret what is happening, it's level gauge is going everywhere!
