Topical steroids like cortisone should never be used on the eyelids.
It is very rare and strange for someone to get subherroeic dermatitis on thier eyelids, it is probably just irritation of some sort. You could try rubbing medicated lotion on them like Cortisone.
It is used as an anti-inflammatory and an immunosuppressant.

Using toothpaste sounds like something to try since it has baking soda in it. If the rash covers a large area, though, you might try taking benedryl and using a 1% cortisone cream or caladryl. An oatmeal bath will also calm the rash. A rash in an area where skin rubs together is treated with any diaper rash cream for relief. However, if you got the rash right after taking a new medication, stop taking it and call your doctor. You may be having an allergic reaction.

Erythromycin ointment is perfectly fine to be used on eyelids. If you have a cut or laceration on the eyelid itself make sure that it is kept very clean. If there is a rash on the lid itself you have the option of scrubbing the lids with baby type shampoo that can help get rid of the rash. Please make sure you check with your local ophthalmologist if you are not noticing healing.
