Not all dogs understand English, because they have to be taught English. Stray dogs, or dogs that do not know any tricks, do not understand any kind of English (except for their name if they are not stray). It is all a matter if they were taught it or not.

Take my dog, for example. We bought this little chihuahua from a Mexican man from Mexico. You could talk to that dog all day and it would never do anything you said. It would just look at you like you were stupid. After I began dating a Mexican, I picked up on some Spanish, and started talking to the dog in Spanish. Only then would the dog sit, lay down, go away, go outside. So to a certain extent, yes, dogs can UNDERSTAND English or any other language, IF they are raised with that language.

Cats and dogs will learn certain words and tone of voice. they can learn any word you teach them and they will partly know what it implies, but it is not like us humans that hear a word and know exactly what it means, they just know when they hear that word they do what you taught them to do upon hearing it.
Probably not.They can certainly hear you, but whether they understand the language is unlikely - although nobody actually knows. What we do know that they can learn what certain phrases mean such as sit, stand etc. etc.
