Beat the companion's quest line, ask him to be your follower, lead him out of the city, kill him.
you make your follower "use" the pillar and then kill them ( you make them use it by asking them to do something and then clicking on the pillar)
Perhaps you already have the quest accepted and she is waiting for you to perform it. You need to cast whatever spell she gives you at the eye symbol on the ground by her. Try it and see if it works.
Mjoll The Lioness is living in Aerin's House in Riften until you take her as a follower. Aerin's House is located in the northern part of Riften City.
I think you are confusing two cities. Whiterun and Winterhold. 'Dragonsreach' is a keep accessable on the north side of Whiterun. The Winterhold mages college is also north of Winterhold, accessable via the long bridge on the left as you enter the town. You must pass a magic test with Faralda first though.
The editor is free from Bethesda and well documented, both by their internal wiki and in tutorials hosted across dozens of modding sites in a wide variety of languages. Why not make the mod yourself rather than asking why other people haven't even heard of Artix, much less made him/her/it into a follower.
Faralda from Winterhold go there and you'll all the spells that you need as a conjur mage, or any mage for that matter
