Certain foods are allowed through US customs, but many are not. Unpackaged foods, raw meats, fruits, vegetable, produce, un-packaged breads, ect. are not allowed in. Certain food dyes that are legal in other countries are not always legal in the US, too.

Yes, you do. I recently took the Eurostar from Paris to London for a day trip. Although we didnt have any luggage, they still made us go through a customs process, but it was an abbreviated version. If you have luggage, you go through just like you arrived by air in a foreign country.
