God did not say he will destroy the world by fire. A lot of people have misinterpreted what is written in 2 peter 3:7;(by the same word of God the heavens and the earth that are now stored up for fire and are are being reserved to the day of judgment and of destruction of ungodly men." (Notice that it is the ungodly men," not humankind as a whole, who are to be destroyed. Similarly verse 6 refers to destruction of the "world in Noah's day. Wicked people were destroyed, but the earth as well as God fearing Noah and his household remained. Is the fire" in the coming day of judgment going to be literal, or is it symbolic of complete destruction? What effect would literal fire have on such literal heavenly bodies as the already intense hot sun and stars?
Proverbs 2:21,22: "says the upright are the ones that will reside in the earth, and the blameless are the ones that will be left over in it. as regards the wicked, they will be cut off from the very earth; and for the treacherous, they will be torn away from it.
This verse explains it that some people will definitely remain after the wicked is destroyed, if the earth is set on fire then it is only reasonable to conclude their will be no survivors. God is not a wicked God to do that.
If Peter's words are to be taken literally and the planet Earth is to be consumed by real fire, then the literal heavens-the stars and the other heavenly bodies-are also to be destroyed by fire. This view, however, conflicts with the assurance found at such scriptures as Matthew 6:10: "Let your will take place, as in heaven, also upon earth," and Psalm 37:29: "The righteous themselves will possess the earth, and they will reside forever upon it."
In The Bible, it is mentioned that God will destroy the world by fire in the final judgment. This belief is primarily found in 2 Peter 3:10, which describes the world ending in a conflagration.
Pending the certain existence of a god and the definition of his/her/its powers, possibly.

I'm am going to assume by speaker you mean God. In the Old Testament God destroyed the Earth once by flood (water). He promised that He would not do that again. Hence, the fire. It is partly symbolic, fire being a purifier. The fire will destroy all evil and purify the Earth for the faithful.

In the beginning, God created human but Satan caused Adam and Eve to sin. God created because God loves us. It is because of Satan that we are separated from God, distracted by this world. He is a merciful God, he isn't going to destroy people for not being Catholics. God gives you a choice on rather you want to worship him or not, he is not going to force you.
