I don't think it is in their nature but i would be careful because one of mine can climb two/three stairs, she has never tried to go upstairs to the second floor however she has climbed up the two steps leading into the kitchen. She only does this because that is where her cage is and if she has had enough running round then she will just go back herself, it's cute but you do have to be careful.

I have personally watched my cow climb down a set of stairs. The disclaimer of cows not being able to climb down stairs probably refers to very narrow stairs.
