Yes, heat can be created. Try rubbing your hands together, for instance. Do you not feel your hands getting warmer? The main way of creating heat is friction. When something rubs against something else, the molecules in the somethings begin to move faster and are causing friction within themselves.

Also, heat can be lost, when the molecules cool down and stop moving as fast.

Yes it can. First off it is a type of energy which by definition is something that can do work. Now here's an example. In nuclear reactors the reaction creates HEAT which BOILS water into STEAM to create electricity. So yes it can do work.
