Chinchillas in the wild usally live in packs with around 100 chinchillas per Pack. In captivity they may live together but when you put them together you have to go slow. There are many ways of doing this, one of the ways I have found most useful is to put there cages next to each other and then slowly put them together and watch them play if they fight separate them imediently. Do this a few times and your chins should get along. I'm not positive about degus.
No rats are meant to kill any other animal the same size as them or little bigger than themselves. It is their natural instinc to kill, saying that i put both my pets rats next to my guinea pig on my sofa, when i was watching them though and they were fine together... But personally i would not try it. Also a chinchillas cage is not suitable for a rat as the wires mesh actually deforms rats feet.
It is possible; HOWEVER, this is highly not recommended, because the chinchilla could easily hurt of kill the gerbil. There have been many stories of animals working and living together and being perfectly happy. But this is rather dangerous and would put both animals in danger (mainly the gerbil) so I recommend not trying it.
