Yes, at least for a human. Uranus is too far away from the sun! There is also shortage of water and food. And the ultraviolet rays can harm the people who live there, if they could deal with the heavy gravity. And the atmosphere is not oxygen.

The hydrogen, helium, and methane that make up most of Uranus' atmosphere aren't poisonous, but there isn't any oxygen for you to breathe. So, you would still die, but not by poison.
