True catnip (Nepeta catharria) is actually closely related to plants in the menthe (mint) family.

Some rodents have low tolerance to some species of mint and it may cause them to have digestive problems and diarrhea.

Besides, the "good" effect of Catnip wouldn't happen with a hamster, since its something directly related to the feline instincts.

Catnip (nepeta cataria) is mainly used for cats because it contains the oil nepetalactone that makes cats become "high" but humans use it as well for medicinal purposes. It can be consumed as a tea!

So, my answer is yes. It is alright to give a hamster catnip. It will have no effect but remember, their natural diet is always more important.
