Actually the answer should read only if you lie about it. I was just at the post office and was told I could not mail the liquid soap I bought. If I had already had the packaging and went in with it already wrapped up I would have just told them it wasn't liquid. That is the only way that you can do it. They sent me to UPS, who also refused to mail the soap.
