if the goldfish is smaller then the head of the turtle, it will eat it! if it is bigger then half of the shell it will be fine but not if your turtle gets bigger. if the fish is to big to eat but small enough for your turtle to target, it may kill it, or try to eat it and choke, killing your turtle.
