Can one play a Nintendo ds and dsi during a long plane flight?

As long as they are both charged, since there are no outlets on an airplane :P. When the right altitude is reached, the pilot will tell you that electronics can be used (you can't use them below a certain height)

Nintendo Ds' can be taken on planes however they must not be switched on when the plane is taking off and landing also any wireless switches or settings on certain games must be switched off, so u cant challenge somebody else with the same game on the plane

Different countries and different airlines have slightly different rules, but in general once the plane is at cruising altitude you can use portable electronics like games, computers, DVD players etc. You are responsible for charging your device prior to boarding and except on some newer planes there is no in seat power.

With the recent heightened security concerns some flights might ban portable electronics.
