Yes, years ago I broke both the UPC and Postal barcode systems with no prior knowledge of their encoding systems and for a while after breaking them could read them visually (however I'm out of practice now and would have to refresh myself on both). The 2D codes are much more difficult to read, but in principle a person could read them too.
Yes, people can learn how to read barcodes. Barcodes contain coded information that can be deciphered using a barcode scanner or app, which translates the pattern of bars and spaces into readable text or numerical data. With some guidance and practice, anyone can learn how to recognize and interpret different types of barcodes.
Bar codes are used so that businesses can track their inventory. Once bar coded, businesses can track products in their warehouse.

The Treasury does not put bar codes on bills. In any case bar codes weren't used in 1974. You may have a bill that was altered by somebody using a bar code printer.

Bar codes no longer need specialized equipment to read them. Your smartphone has many apps that can read bar codes. There are apps where you can learn about the many types of bar codes and even generate and print bar codes of your own.

Pretty hard to pass the bar exam if you can't even read the questions.
Bar codes are read by a bar code reader. A low-powered laser in a bar code scanner emits a beam that crosses the bar code, generating a series of light and dark reflected flashes. These are read by the sensitive laser detector in the scanner and decoded to produce the numerical values shown on the label. These are compared to the codes in the store's computer to identify the item, look up the price, and add it to the register bill. Modern self-service check-outs have lasers that scan in two perpendicular directions, to read barcodes in any position relative to the scanner.
Those newer bar codes are still bar codes, but they are 2-dimensional bar codes, and we call them quick response(QR) codes.

US patents have bar codes that enable automatic scanning devices to detect the bar codes, read them and interpret the numbers represented in the code, such as the patent or application serial number, thus allowing automatic handling of certain patent documents.
