It depends upon your palette. Of course you can fry them up the night before and lightly warm them the next morning, but they are either soggy or bland. I recommend you purchase frozen premade hashbrowns, they take 10 minutes to warm up in a toaster oven and will be perfectly suitable.
Unless they were out in a 45 degree area all night long, you are running a high risk of food posioning. So, no they can not be eaten safely.
