Rust, like all substances, is a conductor of heat, however some substances are better at conducting heat than others. Iron is a good conductor of heat because of its metallic structure, but rust is not so good as it is a simple covalent molecule.

I'm not sure but, I don't think so because oxygen isn't a conductor and when it is bonded with iron. Iron becomes an insulator

No rust does not conduct electricity but if you conduct electricity through something that is partly rusty it will remove the rust
