They don't really. Basically solar panels generate electricity which is eventually then used to run electric motors to propel the car in place of a conventional gasoline engine. The problem is the amount of solar panels that could reasonably fit on a car would not generate enough electricity to drive a conventional car. They could let the solar panels charge batteries that would then be used to drive the car but it wouldn't be practical as again it would require a lot of power that would be supplied by a limited number of solar cells. So for say every hour of driving the car may require 1000 hours of charging.
