But these days, there are many more opportunities for legal immigrants, and it is certainly possible to become naturalized; many legal immigrants decide they want to do this. Once a foreign-born resident of the US passes the citizenship test, that person is considered a citizen; they can vote, run for office (any office except the presidency), and participate in civic life as if they were born here. In fact, there are naturalized citizens who have become mayors, legislators, and even justices.
