My answer to this question is no, there can not be nonvascular seed bearing plants. Nonvascular plants are the simplest of all land dwelling plants. They lack the internal means to transport water. They do not produce seeds or flowers. Some examples of this include mosses and liverworts. Mosses reproduce by branching and breaking into pieces.
