If your puppy has a medical condition requiring sedation (e.g. broken bone needs time to knit), then talk to your vet about options and choose an option that is appropriate for your dog's health.
If your puppy is simply too hyper for you, it most likely needs more exercise. In this case, sedation is animal cruelty.
The rule of thumb is 1mg per pound....not recommended though .I would try "Rescue remedy" first.
I would NOT recommend it. a puppy grows a lot during 1-12 weeks, making your puppy could possibly hurt it, or have growth defficiency. If it is neccessary talk to your local veteranarian first.
You should not give a 3 week old puppy any medication without a veterinarian's guidance.

My golden retriever weigh 1.6kls in 1 month, 4kls in 2 months, 7 kls in 2 1/2 month and 11 kls in 3 months.
I don't know the official answer to your questions, but my 3 month old golden weighs 23 pounds.
7 month golden retrievers weigh about 95 pounds. i know because i have a golden retriever he is a year old now but when he was 7 months he wieghed that much. and most retrievers i know that are 7 months weigh that much. so i say 95 pounds
