Yes. Some tornadoes, usually weak ones, have been known to be on the ground intermittently. Another phenomenon that sometimes gives the impression of skipping are multiple vortex tornadoes. These tornadoes contain smaller suction vortices with stronger winds inside the main circulation. Most large, destructive tornadoes cause their worst damage with these vortices. Since winds can vary significantly, it is not uncommon in such a tornado to find very severe damage next to minor or moderate damage.

Yes. In some cases a tornado will touch down and lift several times before dissipating. This is not to be confused with a tornado family, where a storm produces multiple tornadoes in succsession.
