Apparently, you can. I am not sure of which airlines do it, but when I was leaving Havana recently (Mar '09), the taxi driver asked if we were going to Miami. I replied no, we are going to Madrid. Apparently the flights to Miami depart from a different terminal than other international flights and that is why he asked. So, anyone telling you otherwise is lying. He said they have been flying in and out of Havana for around 20 years.
