Technically, yes. However, constructing an automatic weapon from parts is difficult, requires a fair amount of expertise, and obviously depends on the availability of the appropriate components. If you think you may lack any of these things, trying to build and use a homemade automatic rifle is probably a bad idea. Also, depending on where you live, it might be illegal.
Anyone can buy the M16 small parts - but it is illegal to use them to create a fully automatic weapon without the correct NFA paperwork. Adding these parts to a semi-automatic AR15 will not make it fully automatic, and some parts will not fit the semi-automatic lower receiver at all.

Well, that depends on what type of gun you intend to build. A spring pistol will have entirely different parts and workings than an automatic rifle, for example. until you know what you intend to build, your question is too vague.
If the model you have is available, or has been available, in automatic then yes. Most mechanics will be able to make the conversion for you. It will be much cheaper if you can get the parts yourself off of eBay or a wrecker and get the mechanic to simply make the conversion.
