Actually, yes you can call on the iPod Touch. BUT, you can only call on the new iPod Touch that came out in September 2010 with a camera and FaceTime. FaceTime allows you to call other people that have FaceTime such as iPhone costumers.
I am assuming you mean making a phone call. You can do so only using an application like Skype, and only in a WiFi hotspot. If you are not calling another Skype user, you will need to have a Skype account with a balance in it that will allow you to call "regular" phone numbers.
