No. Bank Cheques are valid only for 90 days to 180 days (Depending on the Country) from the date of issue. Since 1998 is nearly 12 years before from now (2011) there is no way any bank would honor the cheque. It is considered a Stale or Expired cheque and has no monetary value.

You can sign your cheque over to a trusted friend or family member who can cash it for you, however, it is to your own benefit for you to obtain a photo ID this way you can go to a bank and open a proper account which you will need in your life time it is essential that when you are employed this is how you are going to get paid, by either a cheque or direct deposit into your bank account.,
