∙ 15y agoGenerally, NO. Most starter Pokemon are usually rare and their supply is limited.
First the starters in Red, Blue and Yellow:
Bulbasaur, Charmander and Squirtle
They are not obtainable in the wild. In Yellow special Pikachu edition, you can obtain all three if you talk to the right people, they will give them to you; along with Eevee.
In Silver, Gold and Crystal:
Chikorita, Cyndaquil, or Totodile
Again they can not be caught in the wild. To get them you needed to trade, however these wonderful games had a feature called "pokemon breeding". For the first time, you could mate Pokemon with their female equal or with a Ditto. Then a baby would hatch from an egg. That way you could get copies of your starter.
Fire Red and Leaf Green are more advanced copies of the original Yellow, Blue, and Red. Pokemon breeding is available along with many Pokemon from Johto (Silver, Gold and Crystal) equally I don't recall starters from any Pokemon game being available to be caught anywhere on this game.

∙ 14y agoMost traditional starters, cannot be found naturally in the wild. However, some games have you start with pokémon other than the traditional ones which can be found in the wild. For example, Pokémon Yellow starts you off with a Pikachu. Another example of this is Pokemon Colosseum, which starts you with an Espeon and Umbreon, who's pre-evolved form, eevee, can be found, albeit rarely.
It is interesting to note that most games that start you off with a non-traditional starter do not usually have the pokémon you started with available for capture in the wild. This is shown by Yellow in the fact that you cannot find wild Pikachu, and in Colosseum where there are no wild pokémon at all.
Traditional starters that cannot be found in the wild in any game include the listed below:
Bulbasaur
Charmander
Squirtle
Chikorita
Totodile
Cinderquil
Treecko
Torchic
Mudkip
Turtwig
Chimpchar

∙ 15y agoA starter Pokemon cannot technically be caught, but can only be received from a Pokemon Professor (Oak, Elm, Birch, Rowan). You can also trade him in on another game.
