By 'backgrounds', I presume you mean desktop wallpapers. To do this, navigate your web browser (Safari) to the image, right click it and choose 'Use Image as Desktop Picture'. The image will now be your desktop image.
If you are talking about changing your desktop background, then yes you can. All you have to do is go to your System Preferences -> Desktop. From there you can choose from one of Apple's default backgrounds or one of the photos that you have imported to iPhoto.
