Publisher 2007 has a File<Import Word document command that works better than earlier versions. You will still have to adjust images and formatting. For example, most images will import as Inline images. If you want to move the images freely around the page, you will have to reformat each image in Publisher using [right-click] Format Picture < Layout < Object Position. Text will flow into the Publisher document as a continuous series of linked text boxes without regard to your original Word layout, so you will also have to adjust your text boxes.
On the whole, it's much easier than starting from scratch, but not foolproof.
