Sometimes.

I have had variable results. When they didn't grow it could be environmental conditions. I have been able to grow seeds bought in the baking aisle of a grocery store. The best time to sow for most zones is October. I have just bought them from the store, mixed the seeds with a little sand and cast them over a flower bed. Then water them in.

Some poppy seeds could be treated so they wont grow but you might get lucky. Just plant them, whats to lose.
