NO!!!! Definitely NOT. If anyone , particularly a child/infant, ingests bleach, then, 1. have them drink as much milk as possible, and 2. take them to a doctor/A&E/Emergency Dept/Hospital.
Bleach. Also, ammonia is a base that is found in many cleaning products.
Do not drink bleach, that would be very dangerous for your health. Drinking water will increase the amount of pee, which helps to flush out unwanted substances. Other beverages such as fruit juice, milk, coffee, etc., will do the same. Do not drink household cleaning supplies, they are not intended for internal consumption and they will do you harm.
NO!!!! However, if anyone, particularly small children/infants, swallows bleach , either purposely or accidentally, then milk is administered to counteract the effects of bleach.

That sounds like a nasty little mixture. Ther is probably not a great deal you can do about the irritation you wil gett from it. perhaps drinking copious amounts of milk may be helpfull as this wil cause a build up of mucus in the lungs which you will tend to cough up.
